refactoring

• config taken from clusterinfo and default hiera may collide
• inconsistent naming (zit_postgresql::server::... and zit_postgresql::... in hiera)
• move function to generate pg_hba rules, grants etc. from qisserver and clusterinfo to zit_postgresql
